2009 versus 2010: An 'Apples to Apples' Comparison

The chart below shows 2009 and 2010 rankings, as well as the number of places that countries moved up or down.

The methods for determining the rankings in 2010 changed since the 2009 edition. The chart uses the 2010 methodology to reproduce rankings for 2009, so that we can compare ‘apples to apples’.
